Emergency Preparedness for Disabled

In today's LA Times, the Los Angeles Office of Emergency Managment was complaining that they lacked the $30,000 to effectively print, distribute and advertise the detailed 20 page pamphlet that they have developed to inform residents with special needs or disabilities, but they did put it up on the net for download (if you could figure out where they hid it on their website anyway.) Sounds like the LAOEM has its own permanent emergency there, but in any case the pamplet can be found both here and here. I've just downloaded a copy and haven't had time to read it myself yet, but a quick scan suggests it's likely to be useful. In fact I'd suggest everybody who can read the thing, even if they don't have any disabilites or know anybody who does; some of this is bound to be useful to know in the event you are disabled BY the emergency... It's a PDF file - Google also has it displayed in HTML. Presumably one or the other is readable by most of the text to voice browsers. If not could someone tell me? Maybe the LAOEM can't handle it but I can probably make up an ascii version...
This thing is not limited to Los Angeles or earthquakes, and judging by the Times article it is rather more detailed than the FEMA one, so let's pass the links around!!
Oh yes, whilst googling up the links, I also found this page which had a lot of links to useful looking stuff.
Note - the link to the Times article will only be good for a week - they start charging for articles older than that.
